Scott-do not machine anything off of those actuators, by doing that you will throw off the distance that they apply at and can run into a locking situation that i'm sure that if it ever happens you are sure not to forget believe me. Clean them good and at this point I would replace the springs, by cleaning I mean, take some coarse sandpaper or emery cloth and scour them good, also do that part that it sits on in the cover their should be three on outer rim. When you replace the disks put the sharp edge of the inner bore-the splined edge of disk away from actuator. When you put your pull rod on and adjust it, make sure to clean that pocket where the ball from the pull rod sits in and clean that ball thoroughly, put on some anti-seize to remove any friction there. That should about do it, and good luck.
