I believe that during that time there weren't any row crop implements big enough to use all of the W-9's extra power over the M/W-6. Also the row crop farms just weren't big enough to justify building a tractor that big. Around here in wheat country is about the only place you find an abundance of any wheatland version of a tractor.

Also, I don't know if they could make a small enough arrangement for row crop at the time that could handle the power.

These are just my speculations.
