Not necessarily. First since you've already submerged your float,(LOL), take the carb back apart and shake the float. listen for any fuel. Most of the time you'll get a pin hole in one and will hold the float down. Second you need to check and see if your measurement for the float is correct. With the bowl off the carb turn float upside down and measure height. That spec is in your carb rebuild kit or service manual. One of those two should help. If fuel is coming out of the bottom of the bowl, there is a little check ball in there and that and appropriate pieces should be replaced.
