I think the MTA is all you need for 32 acres. You don't say where you are, or the current condition of the field. I suggest you go to your County Extension office and discuss with them what you want to do. They'll have publications and also will give you advice. I guess you need to reseed for the hay crop. If the field is smooth and does not have a lot of weeds, you probably can get by with renting a sod drill from your local Co-op or Farm supply outfit and just drilling your seed in with that. If the field has weeds, you will need to treat for that, and if it's rough, then you will have to till it somehow, maybe with a disk will do. I'd try to avoid plowing it. That's time consuming and not done much these days. Also, take some soil samples with you when you go to the Extension office. They can have them analyzed and tell you how you need to fertilize for your hay crop.
