Morgan, George has given you the run down, check on the short rod from the distributor housing to the actual shutter to make sure it is not seized there, a little penetrating oil on all moving parts and the shutters should open and close for you...you will see the direction with their opening, or as you crank the crank and shorten the rod it should close, as you crank lengthening the rod they chould open...no matter you can't get it wrong..good luck from Mike in Exeter Ontario
