I think these are also refered to as a bearing splitter. Put the splitter behind the pulley and use a large 2 jaw puller to grip the bearing splitter, not the lip on the pulley. If you apply force directly to the pulley lips they will break.
The pulley is extremely tight, you need a fairly large puller and splitter to do the job.
