Cheap fix - someone on this list once suggested using increasing diameters of fuel hose, split, over the remaining bare metal rim. Trim the hose around the spokes. Paint the spokes before you start. After you achieve the rim diameter you want, buy a lace-on steering wheel cover (vinyl would likely do better than leather, if left outdoors) and lace it on. For wheels with bits of rubber left on them, this person suggested removing the wheel, and tossing it in a campfire to burn them off. Some bits could likely be crumbled off with a vise-grip pliers.
