Sounds like it may have too much oil in it.
Per the manual, "Turn the fan hub so the oil
retainer screw is at a right horizontal position.
Remove the screw and fill the hub with oil.
Turn the filler hole to the bottom position and let the excess oil drain out.
The filler hole has a stud on the inside which controls the amount of oil held in the hub.
When the oil stops running out, replace the retaining screw". The hub has no seal in it.
