the hand clutch you speak of was not to disengage the transmission but was designed to interrupt the gound speed by disengaging one bull pinion and letting the differential spin what you need is an over center hand operated flywheel clutch which was an option on w series or 560 & 660 series tractors I would have on out of a 660 that I salvaged with the ta linkage it should fit right in
