Help steering!

I have an IH 574 diesel and my steering wheel has come off!

It looks all rusty inside the pocket the short shaft sits in. Are there spring clips or something that holds the wheel down? How hard is this to fix? I can steer but, I do not think the wheel should be pulling off!

Also which manuals that this site sells would be best to help with this repair and taking care of this tractor?
