It's a half or quarter turn fastener, frequently used to secure sheet metal panels and hatches, especially on aircraft. It can be either Phillips or flatblade, mounts very nearly flush with the surface. The screw head engages a spring-wire "latch" when you turn it in. Usually, when you unlatch it, the screw head is also spring loaded and "pops up".
