Anti-foulers on my M

Red Blooded's question reminded me of something I took off my M during the rebuild. When we pulled the spark plugs they were really oily and each had a sort of extension on them. I ask my dad about them and he said he thought they were called anti-foulers. Could anyone fill me in on these, were these something IH made? I assume they were a cheap substitue for an engine rebuild but wondered if anyone else had heard of these.
