140 pto belt drive gear backlash

Installing a pto belt drive unit on a 140 and the I&T manual recommends a 0.004"-0.006" backlash on the bevel gears. The manual and IH parts list show metal shims that where (are) installed betweed the body and pto unit, sizes, 0.007", 0.012" and 0.030", and says install as necessary. First, how do you determine the backlash, there is no way that you can see the meshed gears let alone measure them. Do you trial and error? How do you "feel" the shaft to know if it is correct? and what is the reference to know that backlash is correct? Can the shims be made from brass? or should they be steel? There is no reference to gasket material but there is a fill plug on the case. Why? What about torque on the bolts for the unit? No mention in I&T.
