'47 H Gas Cap

I have a 1947 H and after I've run it hard for
an hour or so, it will start running rough or
even die. If I open the gas cap I get a big
suction. Is there supposed to be a breather hole
in the cap ??

Also, how do you adjust the governor?? It works
well under load, but at idle it swings quite a bit.
