The cheaper the better but you can't apply logic, commen sense and economics here. If he gave it to you, you would still end up with more in it than you could probably recover if you 'restore' it.
But assuming you get it check out used tires etc. and if block is not cracked you can probably get it running without rebuilding the engine. Depends on what you want to do with it. If you are only going to play with it, who cares if it uses a little oil and is weak on power. And you get the pleasure and experience of getting it going.
