I would change the oil before I started it. That way if there's any water in the crankcase you'll see it, he'll see it and the price may come down a lot! The water could be from condensation, cracked block, whatever. If it is pretty rusty or is antifreeze, it's a cracked block or blown head gasket and I would think twice about that one unless you have the time, money and talent to fix it. Either way, good or bad, an oil change is cheap insurance on an unknown tractor. Might save you a BIG pile of money. Good luck,
