YES it can easily be the case where theres a small discharge at low RPM, ESPECIALLY if youre using an old 6 volt system on an 8 volt battery, heck, be glad she charges at all cuz youre pushing the envelope a bit ya know.
If she charges and keeps the battery up I wouldnt be all that concerned if theres a discharge at low RPM.
YES its possible to perform some minor VR adjustments to tweak it buttttttttt again I wouldnt mess with it for now.
Once you remove the shiny silvery coating off VR contacts they may start sticking so use caution when filing or sanding etc etc
