If you look very closely at the bottom casting that supports the radiator and steering bolster, you will see that there is a sleeve that is spring loaded. The best place to see it is if you look up towards the bottom of the radiator from underneath the tractor, looking from behind the radiator towards the front. When you push the crank in, it is supposed to engage the sleeve, which in turn, is supposed to slide forward and engage the lower crankshaft pulley. The zerk fitting that another respondant mentioned that you remove is intended to grease the sleeve. Mine is frozen too. The zerk removal idea is the best I've heard yet, other than taking the radiator off and heating the sleeve to try and break the rust bond. Will have to try it myself. I have tried to break it loose with grease gun pressure on the zerk, but no luck with that route. Good luck.
