Charles, I had the same exact problem on my M when I first got it. I just opened up the governor and adjusted the two adjustment screws, one is the idle stop screw (top one) and the speed adjusting screw (bottom one). I used the detailed directions in the service manual for my adjustments. Been running correctly ever since. There is another adjustment that can be done inside the slanted cover at the front of the carb throttle shaft which might be your problem. There are some other adjustments noted if for some reason you can't get it adjusted with those adjustments. If you don't have a manual maybe someone will jump in here with their solutions.
