Generally it's a grounding problem. I try to get a ground rod in at least 3 feet. Some would recommend 6 feet but that generally isn't practical. I then make sure the ground rod is good and clean where I clamp the ground lead on. If it's not a ground problem then it sounds like the fencer is bad. Gene
