What gives one governor more RPM than another?

I am trying to get my Farmall H not to surge. I have the original governor and another one off a tractor that I do not know the history of. Both governors surge and I have tried all kinds of things with the linkage but nothing works. On one of them, when you push down on the linkage, you feel it stick a little. I traced this sticking to the bearing that slides on the shaft. I think that's why that one surges. I did notice that one governor seems to give the tractor more RPMs. I bought a new spring and used it in both of the governors when I tried them out. So what would be causing one to have more speed than the other? I did notice that the throttle lever linkage fit a lot more tightly into that curved handle on the back of the governor that was faster. Also, one governor has a spring in the back that is adustable by a set screw from the outside and the other one doesn't. Any help on the surging would also be appreciated. Thanks!
