Super M value

I have been looking at a 53 Super M for about 2 1/2 months and finally got the guy to give me a price of $500 but seems about 1 to 2 hundred to high to me. The tractor has been sitting outside for 10 to 15 years, exhaust has been covered but will not turn over using the fan. Tires are shot,rims good, grill and hood good, has a dent in gas tank where something has fallen on it but inside of tank looks rust free, steering wheel is mashed, light bar is bent and steering post is broken off at base. It has a set of wheel weights on it and drawbar is in good shape. It does not have live power or power steering. What would it be worth as salvage I would like input from people on this board what would be a fair price to pay for this tractor. Thanks Dave
