If the ammeter also shows discharge when you turn on the lights without the engine running then that part is wired right. The wire from the BATT term on the cutout (the one by itself) should hook to the ammeter on the same post as the wire to the light switch. Take the cover off the brush end of the generator and make sure that the wires to the brushes are not touching the case or the cover strap. Verify that and if OK either take the generator in and have it rebuilt locally or get a replacement. Last point-if the generator has three brushes it should use a cutout not a full regulator. The cutout has only one relay in it and three posts, GEN, BATT, FIELD, take the cover off and check. MAX output of the gen is only about 20 amps with the field grounded.
