Farmall H Hyd. Filler Cap Packing question?

I got a NOS farmall H Hydraulic Filler Cap with the breather and it came with something but I am not sure if it is NOS packing or not. It looks like multi color thread. Is that NOS packing? Does it need to be oiled? Would I be better off just using foam? Thanks!!
