Here is the simple first test. With it not running, and a charged battery and all wires connected, Jump between the Bat terminal and Gen terminals on the regulator. This polarizes the generator. It should be done with a piece of solid copper insulated wire 12 ga or 10 ga. (ends bare) There should be a nice fat spark. Hold for no more than one second.
Start it and run at 1/2 throttle or more. It might be fixed. If not.
With it still running fast as above, jump the F terminal on the generator (smaller post) to a good ground. It will not spark much, but it should charge. If it does, try grounding the frame of the regulator to the chassis and see if that fixes it. If not, it may need a regulator.
