Along with proper adjustment, be sure that you are pushing the pedal in all of the way. If properly adjusted, when pedal is pushed in all of the way, it should drift (free wheel) if you are on an incline.

When you let the pedal out about 1", the drift should stop and the clutch should hold the movement of the tractor without any pressure on the brake pedals.
