The steering wheel itself is attached to a hand operated pump. In the event of a steerng pump failure, the fluid is trapped in the steering circut and the hand pump will steer the front wheels. It will take a lot more effort to steer without the power assist. If the tractor has been sitting and the fluid has has leaked out of the steering circut, there is a check valve that will open to allow the hand pump to draw fluid into the circut to replace the lost fluid.
