So you think it's a carb problem? Well then, tear into the carburetor, clean it up, install a rebuild kit. Chances are your carburetor needs a good cleaning anyway, and you'll learn a bunch about how carburetors work, so it won't be time or money wasted.

I agree with you. It does sound like the carburetor. In particular, it sounds like a sticky needle valve that is not opening to let more gas into the bowl.

A couple of tips:
1. Get an IH rebuild kit. I've heard the off-brand ones are horrible.
2. The new needle will be rubber-tipped. You need to seat the new needle by tapping it into its base. A small flat screwdriver will wiggle the needle loose again. If the rubber tip now has a nice even indentation all the way around, it's good. Otherwise, seat it again.
