One of those handheld tachs on the PTO shaft will give a pretty good indication. You want the tach to read a minimum of 540 rpms. When I first got my 1940 M, it ran good, but I though it seemed rather slow. A tach on the pto shaft confirmed my suspicions, not even close to 540. A little tweaking in the governor got me to where I wanted to be. If I remeber right, it now reads about 560 rpms.
