The fill plug is a 7/8" machine thread. Nothing readily available will fit the hole that anyone is aware of. You need a custom machined piece. Either have the existing fill plug bored out and threaded for a 3/8" NPT, or have something made up. For filling, you are correct. You want all of the cylinders completely retracted so that the maximum amount of oil is in the reservoir. This includes the touch control under the gas tank. It should be all the way down.
