A little tune-up help please.

This may be a bit off topic, but I think the subject could apply to my 300 Farmall as much my zero turn mower that I can"t get started without just a squirt of starter fluid. I know there are a bunch of smart guys out there. What would you guys suggest to address first so I can get my mower started. It has a 3 cylinder Kubota engine that I have heard is quite robust. Is this a fuel or spark problem? It seems to have good battery to turn over the engine and I can smell fuel when I choke the engine, but it does not fire at all. Doesn"t seem to matter if I choke or not. But the smallest spray of starter fluid and it kicks right off. Suggestions on where to start first??
