If the tractor won't crank, either your battery isn't up to snuff, or...if you can't crank it by hand, it's probably hydrolocked with fuel in the cylinders. Take the spark out and, with the coil wire removed, try to crank it by hand. I'd bet it crank that way. Then check the oil in the crankcase for gas dilution, and change that oil before trying to run that engine. And while you're doing all that, make sure the battery is fully charged. Then it should crank just fine, as long as there's no electrical problem.
