water pump on 248ci. engine

I added a little packing material and tightened up the brass nut that packs it. When I put everything back together, I put some grease in it. Are you supposed to be able to push the shaft in and out in a normal state? Before I could and now I can't seem too. I would back off a little on the nut, but I think it would leak. I noticed when I added grease to the bottom grease fitting, it sucked the shaft in. What is the top grease fitting for? Thanks for all the input. Charles
