I'd certainly start by getting a copy of the owner's manual and reading the correct procedure for starting it. Your Case dealer can almsot certainly help you, or you can probably find a reprint on line. Then I'd get a shop manual for the correct procedures to R and R everything. My IT manual, IH-8, has all the dope on MDTA tractors in it. I have no doubt there are others on these boards with the experience necessary to guide you through starting this tractor. But you will GREATLY decrease your frustration factor if you read all the necessary information yourself. And in the name of sanity, how could one expect to operate such an exotic, complex, and unusual machine without becoming completely familiar with ALL the correct procedures first? How can one be sure one won't scew up something expensive and hard to find? For example, did you know there are two sets of valves, starting and running valves? I know I'D like to read the owner's manual, just out of curiousity! For what it's worth, I'm afraid it bodes ill that there is a filter missing. Almost certainly, someone was messing with this tractor and noticed the same thing you did about the fuel flow. They then removed the filter, hoping this was the problem. It wasn't. Foreign matter probably has the fuel system plugged somewhere between the tank and the filter assembly. It shouldn't be that hard to fix that particular problem. One word of caution; don't pull the injection pump unless/until you are familiar with the theory of Diesel operation. The odds of getting the timing right upon re-installation are not good without proper understanding of how Diesels operate.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
