You need to clean and inspect the fuel system all the way back to and including the tank. There is a screen in the sediment bowl that could be clogged, there could be debris in the tank that is obstructing the inlet to the sediment bowl, there is a screen in the fuel inlet at the carburetor, you could possibly have a pinched fuel line, ot the gas tank cap itself could be dirty and not allowing air to come in as the fuel is going out. I can get a brand new Marvel-Schebler carb for your tractor. Also, don't rule out a weak ignition coil. It can cause the same symptoms.
