This is a gravity feed fuel system, and overall, gravity-feed systems do best with all the original fittings in good, clean shape. If you have crap coming out of the tank, or anywhere else in the fuel system, you can't be sure of a good running tractor until you get rid of it. This is especially true of the "crap" is rust from the inside of the tank, and exponentially true if such a hypothetically rusty-tanked tractor is kept outside. Have the tank professionally cleaned and/or treated, or replace it with one known to be good.
