I suppose you can do that, but be warned that unless you're a good fabricator, it's going to look like dog poo on a plate, and work just about as well. It's not as simple as cobbing a pump on and running a belt. A pump that will do anything useful will require a LOT of torque to drive it, so the belt will have to be very strong and very tight, or else it will just slip and cause problems. That is why tractor hydraulic pumps are gear driven. Belt driven hydraulic pumps are generally low-pressure and low-volume pumps for power steering.
