When you pull the lever back it moves the T/A clutch release bearing to fingers of pressure plate and this releases the T/A clutch which lets tractor slow or gear down if the T/A unit is good. If T/A unit is bad tractor will stop. When forward clutch is engaged and unit is in dirrect drive or high side. Without looking at tractor this info is about all I can help with. Besides T/A clutch parts its posable there could be a problem with the planet gears or shafts in T/A unit since they only spin in low T/A, but I think the greatest chance is the T/A clutch and parts. If you narrow problem down the T/A clutch can be looked at by removing top plate on clutch housing, not a fun thing to do on a utility.
