International IH150 Track Loader Hydraulics

Have a IH 150 TrackLoader that has a problem with the hydraulic system. Has become very non-responsive to either raising, lowering, tilting the loader bucket. Hydraulic fluid level OK. No serious cylinder leaks. One symptom is a lot of pressure buildup in the hydraulic fluid reservoir. Relief valve on overflow pipe OK and overflow pipe clear. Any ideas on what the problem may be ? Help !! Thanks.
