before i'd pull the head, get a gallon of pb blaster, pull the plugs and fill all the cylinders with it, also soak up the rocker shaft and tops of the valves with it. another thing you may want to do is put the oil pan back on with silicone sealer, then fill the crancase up with kerosene or diesel fuel, fill it all the way up to the top of the oil fill hole so the innards get a good soaking. let her soak for a week or two, then i'd pull the head. see if you can get er loose at that point. as long as the block is sound, the motor looks like a fixer.
