B-450 Farmall

I have a B450 Farmall diesel. The injector pump is not pumping fuel to the injectors. We took the inspection plate off the side of the pump and the plungers? looked to be stuck in the up position. What is the best way to loosen up this diesel injector pump? Is there something we can put through the fuel lines to soak it with?
