On a typical magneto, the "kill" terminal SEEMS to be grounded all the time, 'cause the primary of it's coil has a resistance of typically well under 20 Ohms, and the primary of the coil is connected from the "kill" terminal to ground. If the engine has stopped at a position where the points are CLOSED, the closed points create a dead short from the "kill" terminal to ground.
