I'd agree with Janicholson. Maybe even a little less. Those tanks are a bugger to get cleaned out as they have a crossover tube between two divided tanks that is easy to plug. Also, you can't see the other half to see what is all in there. The brakes on these tractors are in the axle housings and are submerged in hydraulic oil, and the rear wheels and axles must be pulled to service them. If they are locked up, it may be costly and time consuming. Check to see if the external linkage is what is actually rusted tight or if the park lock is rusted tight in the on position.
