Hi, doubt if foot brake would be seized because they are hydraulic and cannot be locked in brake position. Most likely the parking brake was left on and the parking brake control cable has seized.
Sometimes it can be freed with penetrating oil other times it has to be replaced. Just screws into an actuator shaft on the side of the transmission case. Don't move tractor if parking brake is locked on or you will shred the parking brake band inside the transmission and the bits will get in the hydraulic system. Googled IH 454 there was a Diesel for sale for $4700 CND. JimB
