I recently had to remove a steering wheel off of my Farmall H. I got the nut off with an impact wrench, then put my 3-jaw gear puller on it. I then took my torch and heated up the steering wheel in a couple of spots, (you heat the steering wheel because the heat causes it to expand away from the shaft and break the rust bond). While the steel was still hot, I used the impact on the gear puller and the steering wheel came right off.
