are you saying that when you start the tractor it instantly races or after you work the throttle it will not return to idle? have you removed the carburetor recently? could be that the governor to carb shaft is not in the dog in the throttle shaft of the carb. the carb is free to do as it wishes and will generally go WOT. Or if the governor shaft is binding it will go up in rpm as you work throttle but generally not go back to idle fully. the easiest way to check for binding of the governor shaft is to loosen the 2 screws on each end (governor and carb) and see if that helps. always tighten the 2 screws at the governor last. If this is not the case... gonna have to go inside the governor and take a looksee. A couple of things it might be in there...
