Gordo try this , take the drum off place all the pices and parts in the drum lay a stright edge across the drum and massure the clearance between the edge and the disc if ya have more then and 1/8th of and inch then machine i said machine the edge of the drum off so everything is flat from the drum face to the mounting edge of the drum . What i Think is happening here is that you have to much clearance and have the adjusters pulled out tofar and are at the end of the ramps on the balls and this will not give the braking force . Also remove the never seeze as this will collect brake dust and cause the disc to not slide on the splines.
