Gordo - Have you replaced the friction disks? If you just cleaned up the old disks but they're worn below a certain thickness the brakes won't work worth a d*mn. (I don't recall the minimum thickness dimension but the tractor vet's "stackup" test below is right on...). Planing the covers can help compensate for worn disks. But you'd be better off to simply buy new disks.

FWIW I stuck new friction disks in my SH about 6 years ago. Several hundred hours of operation later brakes will still skid the tires on a paved road with only moderate pedal pressure.
