The biggest difficulty with a digital VOM is that they sample voltage, and report on the sample. If done 300 times per second, you will get 300 different numbers from 0 to 30 volts. Your tractor and VR are very noisy in radio frequency interference(RFI), and there is not much to cure it except a modern alternator, and wire wound magnetic suppression plug wires. The digital meter trys to see this as AC, or static, or just looses control of all attempts to indicate. (yours does) A cheap analog gauge (needle type) is the answer. Pawn shops have many Tripplet, or other brand of good meter cheap. If the lights on dim "D" discharge more than when on B, the resistor may be shorted to ground inside the box. A resistor in line (series) always reduces the current in a circuit. Headlights on these tractors have only one filiment, and use a resistor to drop the volts to about 4 when the circuit (dim position) Keep us posted, JimN
