The first thing you need to do is spray some penetrating oil into the cylinder followed by a little 10w motor oil and let it set for 24-48 hrs. before trying to free the piston. You will need to remove the head and the oil pan, there will be water in the oil pan so inspect the crank case for rust, no rust would be a good thing. It is possible that if you free the piston and the cylinder does not look pitted you may be able to run it without having to do any cylinder work, but if you think you should do anything at all to the cylinder a good honing will probably do as long as there is not a deep ridge at the top of the cylinder.
